BIOGRAPHY

Born in Tirana, Albania, on 19 January 1983, married and father of two children, Tomi Frashëri graduated in Public Law from the University of Paris II Panthéon-Assas, and was ranked first of the “René Cassin” class of the Master’s programme of the Georges Vedel Doctoral School in 2007. He served as chargé de mission at the French Ombudsman, and subsequently at the Defender of Rights in ParisDéfenseur des Droitsin Paris from 2010 to 2014, before being invited to place his experience at the service of his country of origin, Albania.

Since 18 February 2025, Tomi Frashëri has served in the newly created position of Chancellor of the Orders and Honours of the Republic of Albania. In this capacity, he directs the Chancellery of the Orders and Honours and presides over the College which acts as its collective decision-making body. This institution was established under Law no. 93/2022 relating to decorations awarded by the Republic of Albania, which entered into force in March 2024. He had previously been a member of the expert working group responsible for drafting the law. The reform of public honours aimed in particular to reinforce the rule of law, political and public accountability, transparency, and the recognition of merit within the national decoration system.

The Government entrusted him with the mandate of first Chancellor and charged him with establishing the internal organization of the institution and ensuring the proper governance and discipline of the national orders, as well as of presidential (military and civilian), prime ministerial, and ministerial medals.

In parallel with this mission, the Prime Minister appointed him to chair and direct the Interministerial Working Group responsible for the organization of the European Political Community Summit held in Tirana in May 2025, and of the NATO Summit expected to take place in Tirana in the spring of 2027. Under his leadership, the Working Group ensured the successful convening of the 6th EPC Summit on 16 May 2025, attended by 52 Heads of State and Government.

From 2019 to 2025, Tomi Frashëri served as Chairman of the Electronic and Postal Communications Authority of Albania. During his tenure, 5G technologies were deployed in Albania and the European Code of Electronic Communications was transposed into national legislation, thereby completing the alignment with the the EU acquisin this field—one of the prerequisites for Albania’s accession to the European Union.

From 2014 to 2019, Tomi Frashëri served as Diplomatic Adviser and Chief of Protocol to the Albanian Prime Minister. In this dual capacity, he conducted international negotiations, prepared briefing materials and speeches, and organized numerous bilateral visits as well as major multilateral events.

He also directed the Technical Secretariat of the Pan-National Year of Gjergj Kastrioti Skanderbeg (2017–2018), which aimed to implement significant public policies spanning cultural and educational initiatives, the renewal of the civic bond between youth and the armed forces, and the revitalization of the Albanian diaspora abroad.

He is known in academic circles for his research, publications, and lectures. His writings in French have appeared in Espoir (Fondation Charles de Gaulle), Revue internationale de droit comparé, Revue des Études Constitutionnelles et Politiques du Sud-Est européen, Revue Akademos of the National Conference of Academies, the Cahiers de Terre Sainte, among others. Cahiers de Terre SainteIn 2022 and 2025 he has authored two major works of historical research, published in Albanian by Onufri Publishing House: “Frashëri – Illustrious yet Uknown” and “Princes of the Lily, Sons of the Eagle, Familiars of the Sultan”.Frashëri – I Shquar, i Panjohur: Një studim heuristik për t’i shërbyer historisë”; “Princa të Lilit, Bij të Arbrit, Familjarë të Sulltanit – Përmbyjse botësh dhe shndërrime identitare në Arbërinë e të 14it dhe të 15it qindvjetësh”.

• Laureate of the Tirana Book Fair Prize (Best Research Work of the Year), awarded by the Association of Albanian Publishers, November 2023;

• Laureate of the Émile Girardeau of the Academy of Moral and Political Sciences (Institut de France), 2002, in economic, historical and sociological sciences;

• Laureate of the Espoir Prix Espoir of the Fondation Charles de Gaulle, 1999.

 

Affiliations

Thomas Frashëri is a member of the Convention of the Fondation Charles de Gaulle (since 2004), of the Scientific Council of the National Library of Albania (since 2020), and of the Standing Commission for Social, Economic and Legal Sciences of the Albanian Academy of Sciences (since 2024).

Since October 2019, he has also been a member of the Société des Amis du Musée de la Légion d’honneur et des Ordres de Chevalerie (SAMLHOC), under the High Patronage of the President of the French Republic.
