THE COLLEGE OF ORDERS AND MEDALS

THE COLLEGE OF ORDERS AND MEDALS is the governing body of the Chancellery, composed of nine members as follows:

MANDATE

The members appointed by the President of the Republic, the Presidency of the Academy of Sciences of Albania, and the Council of Ministers shall serve a four-year term, with the right of reappointment.

The College of the COAM

performs the following duties:

Verifies the merits and moral qualities of the individuals proposed for decoration.

Reviews the candidature files for decoration submitted by the proposing authorities.

Oversees the drafting of reports by the staff of the Chancellery of Orders and Medals.

Oversees the maintenance of registers and archives for decorated individuals.

The Chairperson of the College is the Chancellor of Orders and Medals, while the Vice-Chairperson is the representative appointed by the President of the Republic.

The process is initiated when an authorized authority submits a proposal to the Chancellery of Orders and Medals, together with the relevant supporting documentation.

The College issues a reasoned opinion recommending either approval or rejection of the proposal. This opinion is subsequently transmitted to the authority competent to confer the decoration and to the proposing authority.

The final decision on whether to confer a decoration rests with the President of the Republic, who exercises this competence in accordance with the Constitution and the law.

The College reviews the merits, contributions, and moral character of the nominee or entity being nominated and evaluates both the lawfulness and the wider significance of conferring the decoration.
